I'm guessing its some kind of new gen myspace/facebook.

no its not like facebook/myspace its a text messenger to tell like when they go on so when they go live all they need to do is update their thing and everyone who follows them gets a text message www.twitter.com |

Yeah, a 4PP Twitter would be awesome to help knowing when they are going to broadcast and such.

justin tv gives you the option, even linking you to twitter to sign up, to start a twitter for any channel, so the moment you start broadcasting it tweets people who subscribe to it.
