I take it by "E:" you mean a hard drive designated as "E:\"
What do you mean, you can't access it? The hard drive won't open? It gives you an error? Or is it just the file that won't delete?

Is it giving you any warnings? If you really need to get into it, you could always burn a Linux Live CD and mount the E: drive, then move what you need to another drive before formatting it. Then just move it all back.

So, you need to access a CD? I don't see what the problem would be, besides its unreadable or corrupt.

E:\ has the icon of a CD drive, there's no reason you should be trying to access a CD on there.

Take the CD out.
It's not a CD-RW, you can't take anything off of it. Take the CD out, quit pirating games.
