Nobunaga is your one true god. Therefore he wins.
However strictly videogame based, my vote would go for Dante. Chief and those guys stand no chance against him, his only two challenges being Mercer and Ryu Hayabusa. However Ryu Hayabusa is mortal, and Alex Mercer can be badly hurt as well. Dante's sheer near-immortality would be the advantage there.
However one person that wins in everything would be the Prince of Persia (PS2 Prince, not current gen)....curse his cheap little dagger of time. >.>

Nobunaga can't be beaten, it just wont work. Virtual nobunaga or real one, he can't be taken down by any other character.
