review sub-forum request

There's a big hole in that, though; People don't search or even pay attention a lot of the time. They'll make a thread for their review regardless of if there's a thread or not.

The same could be said for just about any thread in the forum. When people make a thread of something that's already been made, we'll just redirect them to the right appropriate place to put their review.
