How Do You Asked To Be Voiced

I understand that 15 million people asked to be voiced everyday,but when the viewers go up slow mode goes on. I enjoy talking with the chatters and help new people but when slow mode is on i cant really do that, do to the fact that i can only talk every 2 minutes. And I'm pretty sure that I'm not the only one who thinks this, but the question is "How do i asked to be voiced without looking like a complete noob?"
