I find that spamming out the rules doesn't really help. People are either going to read them or they aren't. Posting the link repeatedly won't do anything to stop the morons that don't care about the rules. However, for those that do care but maybe are new or something the links are helpful as those people may follow/respect them.
It's a hard line to draw between how often is too much or too little. I agree that the link should just be part of the page either above or below the chat box. People could still post something periodically as needed to indicate that there is a link to the rules and that it should be used. . .
Personally it doesn't really bother me as I know how to simply scroll the chat up and down so if it is moving too fast I just scroll up to quickly scan over it for things worth commenting on or what have you. I think that a lot of people don't realize they can scroll the chat. While 30 "lol" or "fail" messages are annoying you can simply scroll up and see what was said prior to that influx of idiocy.
Furthermore, instead of arguing with chatters or telling them to knock it off repeatedly people really need to use the ignore function more. I'm merciless with that function and it makes chat so much nicer. Mods will get those that violate the rules, for any that slip between the cracks once in a while or those that just annoy you use the ignore option.

Something occurred to me upon further thought. As someone else said chat will always suck. All chat rooms since the beginning of chat rooms have had problems and will continue to have problems. If you are bothered by chat so much so that it upsets you (as it obviously does some people) then don't look at it. If you really feel the need to talk to someone perhaps you can get personal instant message contacts for the people you enjoy chatting with. Problem solved.
