Pfft, isn't it obvious?
He's clearly giving us a rough look/sneak peak at the new Quantum Force G-66 Ban Hammer Defense Satellite™, AKA Project M™, AKA Project Massacre™. Basically, David and co. have for months now been compiling a list of the most common spam phrases used in chat during broadcasts ('Play Fatal Frame!' for example). They then input these specific phrases into the satellites tracking system. Then, if anyone starts spamming chat with these phrases they're automatically tracked, tagged and annihilated in a glorious and hellish reign of aerial strikes in an instance, leaving no chance for survival.
With this brand new weapon 4PlayerPodcast's trouble makers and fools will be, 'delt with', within the next few months when it finally becomes operational. Of course, a project of this vast scale and awesomeness would have come from a reliable and most worthy benefactor, hence Nobunaga being credited in the image. David, Nick, Travis and Brad are mearly in charge of it's production process, as well as recruiting the 37 bears necessary to operate it. When you really look at it, the whole thing makes a lot of sense.
Or, you know, David could have just made a funny pic for lols. I dunno.
