Dear god! Bad topic... because you're causing my brain to fight itself to decide which character would be better to be....
If i could be any anime character i would want to be a mix of my favorites! the Epicness Loli goodness of Konata from Lucky Star with a Loli Yuri love intrest of Kagamin, The awesome badass attitude of Kamina from TTGL, The killer skills of Revy from Black Lagoon, all while having the awesome super human/vampire abilities of Dio from JoJo's >.>
I would have said Kenshiro but that would be overkill you never mix Dio and Kenshiro
but if i had a single choice i'd probly just pick Konata...

Hmm, tough one. How about... Neji Hyuuga from Naruto, because he is the only badass in that anime. Maybe Re-l from Ergo Proxy, even though Im a guy, she is still a really cool character.
